Do not choose between Abu Dhabi and Dubai using distance alone. Check the exact centre, the route available for your circumstances and the practical cost of attending. The appointment itself remains controlled by the official provider.
Applying from the United States
The supported US cities are Chicago, Houston, Los Angeles, Miami, New York, San Francisco and Washington DC. That wider choice can be useful, but it also makes jurisdiction and travel checks more important. Use the official Netherlands visa guidance for the United States, then confirm the current VFS centre and booking instructions for the city you select.
Do not treat a straight-line distance or a list of centres as proof that every location can accept your application. Plan around the actual appointment confirmation, live travel information and the provider's current instructions.

Should I change country to get an earlier date

What if two cities both work for me
